During the convention of the League of Municipalities of the Philippines in Manila, Speaker Jose de Venecia, Jr. proposed to the mayors three formulas for the growth and development of their towns. These are as follows:
1. Put a computer system in each town and re-modernize the town's geographic assets. 2. Put up a housing village and housing subdivisions in each town. 3. Put up a five-hectare model agriculture project on every town.
The computer system in a town will help the municipal government modernize its zoning system to include new series of categories of real estate - industrial real estate, residential real estate and commercial real estate to improve their internal tax revenue collection system.
The new zoning system will upgrade and increase the tax earning potential and revenue earning capability of each municipality.
De Venecia also urged the mayors to put up a five-hectare model agricultural project in every town devoted to planting of trees and seedlings for trees and high-valued crops like asparagus, lettuce and Chinese kangkong, among others.
